SUPPORTING MIGRANT HEALTH SERVICES IN TURKEY (IPA 2020/417-911) VACANCY ANNOUNCEMENT
EU FIELD OBSERVER
Job Purpose: SIHHAT Project is mainly operating healthcare services for migrants in 30 provinces around Türkiye. The main purpose of this role is to monitor and evaluate the services in the field in line with the project requirements by visiting the assigned provinces periodically. The role holder is expected to report the progress, actual cases, issues and current status in the field to the HQ in monthly and quarterly in a specified format.

Reports to: Deputy Director (M&E)
Contract: Consultancy Service Procurement Agreement - Fixed Term (The appointed candidate must not be officially contracted as the civil servant to sign the contract.)
Main Duties and Responsibilities:
- Monitors the performance of the healthcare personnel recruited to work at Migrant Health Centers in the field, reports the issues to the HQ and intervenes based on the authority granted by the Administration,
- Guides the work of the healthcare personnel and makes suggestions in relation to new practices/revisions in the project accordingly; assesses all relevant healthcare services rendered at the provincial level under the project and conveys all views/revision requests of all parties to the Administration,
- Identifies the shortcomings in the healthcare operations conducted in the field and suggest corrective measures to be taken accordingly through activities/meetings; monitors and evaluates the practices and activities of the personnel assigned in the field and reports the results of monitoring & evaluation processes; contributes to enhancing the cooperation between Migrant Health Centers and Provincial Health Directorates by working in coordination with the Project Director s/he reports to, Deputy Director and Reporting & Monitoring experts,
- Contributes to the processes of improving quality indicators within the project through information and experience acquired in the field,
- Monitors the campaigns/programs implemented within the scope of the project and conveys her/his observations to the Administration,
- Contributes to provision of effective and efficient services by Migrant Health Centers and reports good practices to the Administration,
- Takes part in commissions formed within the scope of the project for specific works and operations,
- Performs other duties required by the Administration.
Required Qualifications
- Having Turkish citizenship
- Having a medical degree in Turkish Universities
- Having minimum 10 years of work experience in Turkish Health System
- Having no travel restrictions
- Having minimum 1-year experience in managing, operating, monitoring, evaluating or reporting healthcare services
- Having practical knowledge of MS Excel and Word
- Effective communication / interpersonal skills
- Case-based reporting skills
Preferred
- Having minimum 2 years of experience in EU-funded projects
- Having adult training delivery experience within the health sector
- Having work experience in international projects
- Fluency in English/Arabic
- Having competence and experience in relation to PRAG rules
- Having experience in relation to the EU communication and visibility rules
